National Book Policy Guidance

In every book supply chain, there are several important stakeholders, which all have their own interests and demands. Adapting a National Book Policy is important to harmonize and regulate the book industry and promote a book and reading culture. The formulation of a National Book Policy will also directly improve the levels of literacy and reading in the country.

National Book Policy Development Guidance is a proposed framework that identifies the various aspects connecting and harmonizing the cultural, industrial, commercial, and governmental factors in the access of books for all in line with the UNESCO’s National Book Policy initiative.

The challenge of developing a National Book Policy for a country is that it requires a global and specific knowledge of the book chain, from publishing to distribution, experience in several countries, in-depth technical knowledge of all the components of a book and an understanding of the improvement objectives targeted by the implementation of this Policy.   

The National Book Policy Development Guidance (NBPDG) proposes guidelines for ministries based on the information collected and analysed regarding the national policies, cultural influences, the local authors, printers, publishers, logistics, availability of raw materials such as paper and ink, the duty and tax structure, policies, laws and regulations as well as importation structure influencing the supply chain of Books in a country.
