The book supply chain system in Honduras has experienced some challenges which led to delays in the delivery of Teaching and Learning Materials (TLMs) in the required quantities. This adversely affects the reading outcomes of Honduran children. However, the Secretaria de Educacion (SEDUC) has made significant strides towards improving the book distribution system in Honduras.
Book Supply Chain Assessment
BlueTree conducted a capacity assessment of all the stakeholders involved in the Honduran book supply chain management, including SEDUC, print and distribution suppliers.
Capacity Building & Training
BlueTree provided capacity building workshops to over 200 public and private stakeholders at central and decentralised levels on book production, printing, finishing, binding, distribution and book management. The capacity building efforts were aimed at improving book supply chain knowledge. BlueTree also conducted training(s) on the implementation of Track and Trace to the implementing partners, parents and teachers’ associations, community representatives and school directors.
Book Supply Chain Strengthening
The book supply chain has been strengthened by providing workshops on strengthening the book supply chain management to key staff identified within SEDUC. BlueTree also assisted in planning for the book provision cycle for books that were delivered to schools and assisted SEDUC in the revision and update of the TLM printing specifications to improve procurement, production and distribution.
Track and Trace
Chemonics Avanzando Con Libros (ACL) and BlueTree implemented the Alpha and Beta testing phases of the book Track and Trace system. The Alpha Track and Trace Alpha pilot was tested in 20 schools and the Beta test in 230 schools with a response rate of up to 98%
Increased availability of quality official and supplementary materials for Grades 1 to 6 students and teachers.
Increased supply of teaching and learning materials for reading instruction through improved and strengthened book supply chain
There were three cycles of book production and distribution to the target schools.
Due to the capacity building efforts, after the three production and distribution cycles the project staff managed to mobilize 4,400 SEDUC staff to deliver 580,000 textbooks to 97.2 percent of the target schools within 30 days of the start of the 2020 school year.
